According to Article 28 of the Regulations on the Organization and Operation of the Vietnam National Chemical Group (VINACHEM) issued together with Decree 20/2018/NĐ-CP, the rights and responsibilities of the Ministry of Home Affairs to the Vietnam National Chemical Group (VINACHEM) are as follows:

1. To review and submit to the Prime Minister for decision on the planning, appointment, reappointment, resignation, dismissal, transfer, rotation, reward, punishment, termination of employment, and retirement of the Chairman of the Board of Members of the VINACHEM.

2. To provide opinions to the Prime Minister for the following decisions: The establishment, objectives, tasks, industries, businesses, reorganization, dissolution, transfer of ownership, and bankruptcy of the VINACHEM; Approval of the project to establish a subsidiary company owned 100% by the VINACHEM, reorganize a second-level enterprise into a holding company operating in the form of a parent company - subsidiary company; Approval of the plan to establish, reorganize, dissolve branches, representative offices, scientific research units, training units, and other dependent accounting units; Approval of the overall plan for restructuring and renovating the VINACHEM (including the overall plan for restructuring and renovating the Group).

3. To coordinate with the Ministry of Industry and Trade to implement supervision and inspection of compliance with the regulations of the Party and the State on personnel work at the VINACHEM.

4. To perform other rights and responsibilities as prescribed by law, the assignment of the state owner, and this Charter.

According to Article 29 of the Regulations on the Organization and Operation of the Vietnam National Chemical Group (VINACHEM) issued together with Decree 20/2018/NĐ-CP, the rights and responsibilities of the Ministry of Labor, War Invalids and Social Affairs to the Vietnam National Chemical Group (VINACHEM) are as follows:

1. To provide opinions to the Prime Minister on the following decisions: The establishment, objectives, tasks, industries, businesses, reorganization, dissolution, transfer of ownership, and bankruptcy of the VINACHEM; Approval of the project to establish a subsidiary company owned 100% by the VINACHEM, reorganize a second-level enterprise into a holding company operating in the form of a parent company - subsidiary company; Approval of the plan to establish, reorganize, dissolve branches, representative offices, scientific research units, training units, and other dependent accounting units; Approval of the overall plan for restructuring and renovating the VINACHEM (including the overall plan for restructuring and renovating the Group).

2. To provide opinions to the Ministry of Industry and Trade for agreement on the following decisions: The salaries of the Chairman and members of the Board of Members, professional auditors at the VINACHEM, and the annual salary fund for the managers of the VINACHEM.

3. To coordinate with the Ministry of Industry and Trade to implement periodic annual supervision, inspection, and audit of the implementation of the recruitment, salary, and bonus regime of the VINACHEM.

4. To perform other rights and responsibilities as prescribed by law, the assignment of the state owner, and this Charter.

What are rights and responsibilities of the Board of Members to the Vietnam National Chemical Group (VINACHEM)?

According to Article 31 of the Regulations on the Organization and Operation of the Vietnam National Chemical Group (VINACHEM) issued together with Decree 20/2018/NĐ-CP, the rights and responsibilities of the Board of Members to the Vietnam National Chemical Group (VINACHEM) are as follows:

The Board of Members of the VINACHEM is authorized by the state owner to perform the rights and responsibilities of the state owner with respect to the VINACHEM, except for the rights and responsibilities specified from Article 23 to Article 30 of this Charter.
