Subsection 6, Section IV of the Decision 1268/QĐ-TTg in 2022 stipulates that the Ministry of Finance will organize the implementation of the program to promote lifelong learning activities for workers in enterprises as follows:

6. The Ministry of Finance

a) Allocates funds to implement the Program in accordance with the law.

b) Cooperates with the Vietnam General Confederation of Labor and relevant ministries, agencies to guide the activities of the Program; cooperates in inspecting and monitoring the implementation of the Program.

Subsection 7, Section IV of the Decision 1268/QĐ-TTg in 2022 stipulates that the Vietnam Association for Education will organize the implementation of the program to promote lifelong learning activities for workers in enterprises as follows:

7. The Vietnam Association for Education

a) Leads, coordinates with the Vietnam General Confederation of Labor to guide the implementation of the “Learning Citizen” criteria for workers in enterprises.

b) Cooperates in publicizing and mobilizing workers to strive for the title of “Learning Citizen”.

Subsection 8, Section IV of the Decision 1268/QĐ-TTg in 2022 stipulates that the Vietnam Chamber of Commerce and Industry will organize the implementation of the program to promote lifelong learning activities for workers in enterprises as follows:

8. The Vietnam Chamber of Commerce and Industry

a) Leads, coordinates with the Vietnam General Confederation of Labor and relevant ministries, agencies to promote and mobilize employers to implement the annual plan and allocate funds, time, and facilities for training and organizing training, upgrading skills, vocational training, and retraining for workers working at the enterprise.

b) Leads, coordinates with the Vietnam General Confederation of Labor to mobilize employers to prioritize allocating funds to support workers' learning.

What are regulations on implementation of the program to promote lifelong learning activities for workers in enterprises of the People's Committees of provinces, central-affiliated cities in Vietnam? 

Subparagraph 9, Clause IV, Decision No. 1268/QĐ-TTg of 2022 stipulates that provincial and central-affiliated city People's Committees will organize the implementation of the program to promote lifelong learning activities for workers in enterprises as follows:

9. Provincial and central-affiliated city People's Committees

a) Develop a plan for implementing the Program annually and in stages in accordance with the socio-economic development plan of the locality; direct the departments, agencies, political - social organizations to coordinate with the Vietnam General Confederation of Labor to implement the Program.

b) Allocate local budget and mobilize other legal sources of funding to support the various levels of trade unions to organize activities of the Program at the locality.

c) Improve the quality and efficiency of the activities of regular education institutions closely linked with enterprises to organize classes to improve the level of culture, education for life skills, foreign language training, and computer science for workers. Strengthen the linkage of vocational education institutions with enterprises to organize training, upgrading skills and professional skills for workers.

d) Coordinate in monitoring, urging, and inspecting the implementation of the Program at the locality.
