Responsibilities of the Provincial and Municipal People's Committees under Central Authority when Vietnamese Workers go Abroad for Labor Export

Based on Article 44 of Decree 112/2021/ND-CP (Effective from January 1, 2022) regulating the responsibilities of the Provincial People's Committee and centrally-governed cities when Vietnamese workers go abroad for work as follows:

- Perform state management of workers going to work abroad in their localities.

- Direct subordinate specialized agencies and People's Committees at lower levels:

+ Propagate and disseminate the policies, guidelines, and laws of the State regarding Vietnamese workers going overseas to work under contracts;

+ Support companies providing services by sending Vietnamese workers to work abroad under contracts, public service providers recruiting workers in the locality, and managing workers from the locality working abroad;

+ Resolve complaints and denunciations from organizations and individuals related to the field of Vietnamese workers going abroad under contracts according to the legal authority;

+ Inspect, check, and promptly handle violations of organizations and individuals sending workers to work abroad in the locality;

+ Organize the registration of contracts for Vietnamese workers going abroad under directly signed labor contracts with foreign employers and update the Database System on Vietnamese workers going abroad under contracts;

+ Organize the registration of contracts for Vietnamese companies sending workers abroad for training, proficiency, and skill enhancement for periods less than 90 days.

- Report annually to the Ministry of Labor, War Invalids, and Social Affairs and provide extraordinary reports upon request on the situation of Vietnamese workers going abroad under contracts in the locality.
