Regulations on the form for implementing procedures for registration of artels, cooperatives, and cooperative unions have been established in Vietnam
On May 16, 2024, the Minister of Planning and Investment issued Circular 09/2024/TT-BKHDT on the form for implementing procedures for registering artels, cooperatives, and cooperative unions, as well as regulations on the content of information, updating, exploitation, and management of the National cooperative information system.
Circular 09/2024/TT-BKHDT adjusts the following contents:
- Regulations on forms applicable to the registration of artels, cooperatives, and cooperative unions nationwide.
- Regulations on the content of information, updating, exploitation, and management of the National cooperative information system.
Circular 09/2024/TT-BKHDT applies to the following entities:
- Cooperatives registered under the Law on cooperatives, cooperatives, and cooperative unions.
- Members of artels, cooperatives, and cooperative unions.
- Relevant agencies, organizations, and individuals involved in the establishment, organizational management, restructuring, dissolution, bankruptcy, and related activities of artels, cooperatives, and cooperative unions.
Note: Circular 09/2024/TT-BKHDT shall come into effect from July 1, 2024.

What does the system of forms for implementing procedures for registering artel, cooperatives, and cooperative unions, as well as the content of information about artels, cooperatives, and cooperative unions, include in Vietnam?
According to Article 3 of Circular 09/2024/TT-BKHDT, the system of forms for implementing procedures for registering artels, cooperatives, registering cooperative unions, as well as the content of information about artels, cooperatives, and cooperative unions, includes:
1. List of forms and instructions for completing the common forms for cooperatives and cooperatives unions, as specified in Appendix 1 issued with Circular 09/2024/TT-BKHDT.
2. Template documents applicable to artels, cooperatives, cooperative unions, and relevant organizations and individuals involved in the registration procedures, including:
- Forms for registering cooperative and cooperative unions, including forms from Form 2-1 to Form 2-12 in Appendix 2 issued with Circular 09/2024/TT-BKHDT.
- Forms for registering cooperatives, including forms from Form 3-1 to Form 3-7 in Appendix 3 issued with Circular 09/2024/TT-BKHDT.
3. Template documents for use by the district-level business registration authority in processing the registration procedures for artels, cooperatives, and cooperative unions, including:
- Forms for the district-level business registration authority in registering cooperative and cooperative unions, including forms from Form 4-1 to Form 4-11 in Appendix 4 issued with Circular 09/2024/TT-BKHDT.
- Forms for the district-level business registration authority in registering cooperatives, including forms from Form 5-1 to Form 5-7 in Appendix 5 issued with Circular 09/2024/TT-BKHDT.
- Common forms for the district-level business registration authority in registering artels, cooperatives, and cooperative unions, including forms from Form 6-1 to Form 6-5 in Appendix 6 issued with Circular 09/2024/TT-BKHDT.
4. Content of information about artels, cooperatives, and cooperative unions, and content of information for managing artels, cooperatives, and cooperative unions, including forms from Form 7-1 to Form 7-4 in Appendix 7 issued with Circular 09/2024/TT-BKHDT.
5. Alphabet and symbols for use in naming artels, cooperatives, cooperative unions, branches, representative offices, and business locations of cooperatives and cooperative unions, as specified in Appendix 8 issued with Circular 09/2024/TT-BKHDT.
What are the principles for updating, exploiting, and managing the National cooperative information system?
According to Article 4 of Circular 09/2024/TT-BKHĐT, the principles for updating, exploiting, and managing the National cooperative information system are as follows:
Implementation principles:
1. The construction, updating, exploitation, and management of the National cooperative information system are carried out in a unified, synchronized, scientific manner, reflecting complete, accurate, and timely information about artels, cooperatives, and cooperative unions. It ensures maximum concentration of resources and minimizes the time required for data collection, editing, updating, and information exploitation.
2. The database on cooperatives is stored, and secured, and ensures information security and safety in accordance with the provisions of the law. The construction, management, use, and exploitation of the system comply with relevant legal regulations.
Therefore, the implementation of updating, exploiting, and managing the National cooperative information system is based on the following principles:
- The construction, updating, exploitation, and management of the National cooperative information system are carried out in a unified, synchronized, scientific manner, reflecting complete, accurate, and timely information about artels, cooperatives, and cooperative unions. It ensures maximum concentration of resources and minimizes the time required for data collection, editing, updating, and information exploitation.
- The database on cooperatives is stored, and secured, and ensures information security and safety in accordance with the provisions of the law. The construction, management, use, and exploitation of the system comply with relevant legal regulations.
