Regulation on Periodic Reporting Policies of Enterprises Wholly-Owned by the State

The latest regulations on the periodic reporting policies for enterprises 100% owned by the State are as follows? Please provide guidance.

Point a Clause 1 Article 9 Circular 36/2021/TT-BTC (Effective from July 10, 2021) stipulates policies on periodic reporting as follows:

Enterprises wholly owned by the State shall implement policies for preparing, presenting, and submitting reports (periodic and ad-hoc) to the representative agency of the owner and the state management agency in accordance with Article 35 of Decree No. 91/2015/ND-CP and the following provisions:

Periodic reports, including:

- Financial reports: By the end of the accounting period quarter, year, the enterprise must prepare quarterly and annual financial reports of the enterprise (including the separate financial reports of the parent company and the consolidated financial reports of the economic group, state corporation, parent company in the group of parent company - subsidiary companies). The enterprise prepares quarterly and annual financial reports in full format.

The forms, submission deadlines, and recipients of reports shall be implemented according to the guidelines in Circular No. 200/2014/TT-BTC dated December 22, 2014, by the Ministry of Finance guiding the Corporate Accounting System, Vietnamese Accounting Standards and Circular providing guidance on the implementation of accounting standards issued by the Ministry of Finance and amending, supplementing documents (if any).

- Reports on some off-balance sheet items:

When preparing quarterly and annual financial reports, the enterprise shall prepare reports on some off-balance sheet items of the quarterly and annual financial reports of the enterprise. The submission deadlines and recipients shall be the same as those for the financial reports of the enterprise.

The report forms shall be prepared by the enterprise according to Appendix No. 03 “Report on some off-balance sheet items” issued together with this Circular. Including: Form No. 01 - Report on some off-balance sheet items; Form No. 02 “Report on some off-balance sheet items - Consolidated report of enterprises operating under the parent company - subsidiary model.”
