Provisions on Organizing the Execution of Support Measures for Enterprises and Citizens Affected by COVID-19

I would like to inquire about how the working regulations of the Ministry of Transport are stipulated regarding the organization and implementation of measures to resolve difficulties faced by businesses and citizens affected by COVID-19.

Based on Article 9 of the Working Regulations of the Special Task Force of the Ministry of Transport on Resolving Difficulties for Enterprises and Individuals Affected by COVID-19 (Issued together with Decision 2119/QD-BGTVT in 2021), the regulations on organizing the implementation to resolve difficulties for enterprises and individuals affected by COVID-19 are as follows:

- Members of the Task Force, members of the Task Force's Assistant Group, and relevant agencies and units, within the scope of their duties and authorities, are responsible for implementing these Regulations.

- The Task Force and the Task Force's Assistant Group shall dissolve themselves upon completion of their tasks or upon the issuance of a new Decision replacing this Decision.

- During the implementation process, if there are any difficulties or obstacles, members shall report to the Minister - Head of the Task Force for consideration, amendment, and supplementation of the Regulations as appropriate.

In addition, Article 8 of the Working Regulations of the Special Task Force of the Ministry of Transport on Resolving Difficulties for Enterprises and Individuals Affected by COVID-19 (Issued together with Decision 2119/QD-BGTVT in 2021) stipulates the Meeting and Reporting Regime as follows:

- Meeting Regime

+ The Task Force organizes regular meetings monthly, every three months, or on an ad-hoc basis depending on the actual situation and directions of the Minister - Head of the Task Force to promptly deploy solutions to resolve difficulties for enterprises and individuals;

+ During the meetings, delegates discuss according to the principle of collectivity, decide by majority, emphasize the responsibility of each member and leader; if there are differing opinions, the Minister - Head of the Task Force shall consider and decide.

- Reporting Regime

The Task Force shall report regularly on a monthly, quarterly, and ad-hoc basis as decided by the Head of the Task Force or as required by competent authorities on the situation, results, and progress of resolving difficulties for enterprises and individuals affected by the COVID-19 pandemic.
