Pursuant to Clause 1 Article 41 of the Circular 15/2022/TT-BKHCN (effective from 01/12/2022) stipulating organization and implementation of the Ministry of Science and Technology in the program to support enterprises to improve productivity and product quality in Vietnam as follows:

1. Responsibilities of the Ministry of Science and Technology

a) Assume the prime responsibility for, administer and organize the implementation of the Program and perform the tasks assigned in Clause 1, Section IV, Article 1 of the Prime Minister's Decision No. 1322/QD-TTg.

b) Organize and implement general activities of the Program. National organization to manage science and technology tasks under the Program.

c) Summarize the program's budget estimates managed by the Ministry of Science and Technology to balance it in the total annual scientific non-business budget estimates; assigning estimates of funding for implementation of national-level science and technology tasks, cost estimates for performing "tasks assigned by competent authorities " of the Program under the management of the Ministry of Science and Technology. and technology.

d) Organize activities to honor and reward collectives and individuals with achievements in promoting productivity and quality improvement.

dd) Evaluate results, preliminary and final results of the Program; report to the Prime Minister on the implementation of the Program.

What are regulations on organization and implementation of the General Department of Standards, Metrology and Quality in the program to support enterprises to improve productivity and product quality in Vietnam?

Pursuant to Clause 2 Article 41 of the Circular 15/2022/TT-BKHCN (effective from 01/12/2022) stipulating organization and implementation of the General Department of Standards, Metrology and Quality in the program to support enterprises to improve productivity and product quality in Vietnam as follows:

2. The General Department of Standards, Metrology and Quality under the Ministry of Science and Technology is the standing agency of the Program and is responsible for:

a) Assist the Minister of Science and Technology in performing the function of state management of the Program, and organize the implementation of the Program's general activities; manage national science and technology tasks under the Program and perform "tasks assigned by competent authorities" of the Program within the management scope of the Ministry of Science and Technology.

b) Assume the prime responsibility for, and coordinate with relevant units under the Ministry of Science and Technology according to their assigned functions, tasks and powers, and perform the tasks specified in Clause 1 of this Article, specifically:

b1) Receive task proposals, synthesize list of proposed tasks; organize the implementation of task identification, selection, direct assignment of tasks, funding appraisal; sign a contract to perform tasks; adjusting and liquidating the contract for performance of tasks; organize the assessment and acceptance of task performance results; approve the plan for bidding for procurement of assets with funds from the scientific and technological non-business budget of the national science and technology tasks under the Program in accordance with the law;

b2) Coordinate with relevant units in formulating cost estimates for program management tasks; reach agreement with relevant units on adjustment of contents and funding to submit to the Minister of Science and Technology for consideration and decision; carry out periodical or irregular inspection and inspection of the performance of tasks under the Program as prescribed in this Circular and in accordance with law;

b3) Guide and support ministries, branches and localities in implementing the Program's tasks;

b4) Prepare periodical reports, mid-term preliminary reviews, evaluation reports and summaries of the implementation of the Program; organize preliminary and final reviews of the Program's activities;

b5) Propose to the Minister of Science and Technology on the form of honoring and rewarding organizations and individuals with outstanding achievements in activities of improving productivity and quality;

b6) Develop, maintain and update the status of task performance on the Program's website; propaganda information about the Program's activities; disseminating the results of performing tasks under the Program;

b7) Perform other tasks assigned by the Minister of Science and Technology.

c) The Director General of the General Department of Standards, Metrology and Quality proposes and submits to the Minister of Science and Technology to designate a funding management unit for national science and technology tasks under the Program assigned to organizations not under the Ministry of Science and Technology to assume the prime responsibility for implementation.

What are regulations on organization and implementation of the Executive Board of the Enterprise Support Program to improve productivity and product quality in Vietnam?

Pursuant to Clause 1 Article 42 of the Circular 15/2022/TT-BKHCN (effective from 01/12/2022) stipulating organization and implementation of the Executive Board of the Enterprise Support Program to improve productivity and product quality in Vietnam as follows:

1. The Program Management Board is established by the decision of the Minister of Science and Technology to assist the Minister of Science and Technology in implementing and managing the Program. The Program Management Board has from 07 to 09 members, including representatives of the Program management agency, experts in the field of productivity and quality and some other experts in related industries and fields.
