Ministers, Heads of Equivalent-Level Agencies: Authorities and Responsibilities Regarding Employment Service Activities
Based on Article 33 of Decree 23/2021/ND-CP (effective from June 1, 2021), the content is regulated as follows:
Ministers, heads of ministerial-level agencies shall decide on the establishment, reorganization, dissolution, and regulation of functions, tasks, powers, and organizational structure of the employment service centers stipulated in point a, clause 1, Article 2 of this Decree.
Reviewing, rearranging, and consolidating the employment service centers under the jurisdiction of establishment to ensure compliance with the standards and operational conditions as stipulated in this Decree.
Inspecting and auditing the activities of employment service centers under their management according to the provisions of law.
Monitoring, summarizing, and periodically reporting every 6 months and annually on the operational status of the centers under the establishment and reorganization jurisdiction according to Form No. 09 Appendix II issued together with this Decree to the Ministry of Labor, Invalids and Social Affairs.
The semi-annual report is to be submitted before June 20, and the annual report before December 20 of the reporting year. The timing of data finalization for reports is to be in accordance with the regulations of the Government of Vietnam regarding reporting policies of state administrative agencies.
