If a Company Has Branches in Multiple Provinces, Should the Promotion Notification Be Sent to the Ministry or the Department?

Please help clarify for me, our company has branches in Da Nang, Hai Phong, Can Tho, and Sai Gon. When notifying promotional activities, should we only need to register with the Ministry of Industry and Trade for all provinces and cities collectively, or do we need to register in each location separately? The procedures for each place are very time-consuming. The content of the promotional program applies uniformly across all branches.

Regarding the notification procedure, based on the provisions of Article 17 of Decree 81/2018/ND-CP:

The business entity must carry out the administrative procedure of notifying promotional activities to all Departments of Industry and Trade where the promotion is held (at the locations where the promotion is carried out) before implementing the promotional program.

Additionally, this Decree and the related documents on promotional activities do not stipulate any provision allowing enterprises to notify once at the Ministry of Industry and Trade for promotional programs organized in multiple provinces and cities.

Therefore, your company must still comply by notifying the Department of Industry and Trade in each location where the company intends to organize the promotional program.

The notification dossier must be sent to the Department of Industry and Trade at least 3 working days before implementing the promotion (based on the receiving date recorded on the postal waybill or equivalent forms in case of mailing, based on the receiving date recorded on the receipt of documents in case of direct submission, based on the recorded time on the email system or the recorded date on the system in case of submission via the online public service system).
