Certificate of Business Registration: Is It a Business License?

Based on the provisions of Clause 1 Article 6 of Decree 01/2021/ND-CP:

The Certificate of Business Registration, the Certificate of Branch Operation Registration, the Certificate of Representative Office Operation Registration, and the Certificate of Business Location Registration are issued to the enterprise, branch, representative office, and business location of the enterprise. The contents of the Certificate of Business Registration, the Certificate of Branch Operation Registration, the Certificate of Representative Office Operation Registration, and the Certificate of Business Location Registration are recorded based on the information in the enterprise registration dossier. The Certificate of Business Registration also serves as the enterprise's Taxpayer Registration Certificate. The Certificate of Business Registration is not a business license.

Therefore, according to this provision, the Certificate of Business Registration is not a business license but merely a certification that an organization or individual has established an enterprise in reality. Depending on the business sectors that the enterprise intends to operate in, the enterprise will have to apply for the corresponding licenses.
