Can a Household Business Relocate Its Headquarters to Another Province or City?
Are household businesses allowed to relocate their headquarters to a different province or city?
Based on Clause 4, Article 90 of Decree 01/2021/ND-CP which stipulates regulations on changing the registration content of household businesses as follows:
- In cases where a household business relocates its headquarters to a district, county, district-level town, or city under the province different from the one where the household business was registered, the household business must submit a document notifying the change of address to the district-level Business Registration Office where the new headquarters is intended to be located. The dossier must include copies of the following documents:
a) Notice of change in the registration content of the household business signed by the household business owner;
b) A copy of the meeting minutes of the family members regarding the registration of the change of address to the headquarters for cases where the household business is registered by family members;
c) A copy of the legal document of the individual for the household business owner and family members who register the household business in case the household business is registered by family members.
Thus, a household business has the right to change its headquarters to a district, county, district-level town, or city under the province different from where the household business was registered. You need to submit a dossier notifying the change of address to the district-level Business Registration Office where the new headquarters is intended to be located.
Can a house without a house number be registered as a household business address?
Based on Article 86 of Decree 01/2021/ND-CP stipulating the business location of household businesses as follows:
The business location of a household business is the place where the household business conducts its business activities.
A household business can operate at multiple locations but must choose one location to register as the headquarters and must notify the tax authorities, market management authorities where the business activities are being conducted for the remaining business locations.

In cases where the location where you intend to place the business location does not have a street name and house number, you should contact the commune-level or district-level People's Committee to confirm the address where you intend to place the business location for the household business without a house number. Consequently, the address of that business location can be listed according to the following information: (i) Hamlet/Group/Village/Neighborhod, (ii) Commune/Ward/Town, (iii) District/County/Town/City under the province, (iv) Province/City. Thus, you can still place the business location of the household business at an address without a house number.
