Building at least 05 agricultural cooperative models in each province and central-affiliated city in Vietnam

On July 18, 2023, the Prime Minister issued Resolution 106/NQ-CP in 2023 on the development of agricultural cooperatives in agricultural restructuring and new rural construction.

Subsection 1, Section II of Resolution 106/NQ-CP in 2023 stipulates the tasks and solutions for building a model of agricultural cooperatives for sustainable development, effective operation, suitable to the characteristics of each field, commodity, region and locality, which are:

- Each province and central-affiliated city concentrates investment resources, builds at least 05 models of agricultural cooperatives for sustainable and effective development, suitable to regions, regions and localities.

Priority is given to supporting the development of a new model of agricultural cooperatives with effective operation, associated with key product production areas, associating with enterprises to form large-scale value chains, providing input materials, meeting the needs of enterprises in terms of output and quality, serving domestic and export markets.

- Building a model of agricultural cooperatives associated with information technology application, digital transformation in production and business and management of cooperatives, product traceability, ensuring information transparency and food safety;

Supporting infrastructure investment, improving production capacity, sorting, preliminary processing and providing logistics services of agricultural cooperatives.

- Encouraging and creating conditions for agricultural extension officers, experts from research institutes and training institutions to participate in consulting, guiding and supporting the development of agricultural cooperatives.

Striving to 2025, the average revenue/agricultural cooperative in Vietnam will reach over VND 5 billion/year

Pursuant to Subsection 2, Section I of the Resolution 106/NQ-CP in 2023, the Government has set a number of goals by 2025 as follows:

b) Specific goals

- The number of agricultural cooperatives operating at good or good grade accounts for 60% or more of the total number of agricultural cooperatives in the country.

- Build at least 300 typical agricultural cooperative models that operate effectively, with many members participating; average revenue per agricultural cooperative is at least 5 billion VND/year; suitable to the conditions and requirements of production and business in each locality and industry.

- Expand the number of members, business scale, through forms of association and cooperation between cooperatives; mobilize 40-45% of the total number of agricultural, forestry and fishery households to join agricultural cooperatives.

- Product value per unit of agricultural production area increases by at least 10%; revenue increased by at least 20%; About 30% of agricultural cooperatives have links with enterprises consuming agricultural products.

- Promote the application of information technology, digital transformation, strive to have more than 3,000 agricultural cooperatives apply high technology, apply good agricultural practices (GAP), green economy, circular economy, knowledge economy.

- About 30% of management staff of agricultural cooperatives (Board of Directors, members of the Board of Directors, Supervisory Board) are trained as directors of agricultural cooperatives according to the training program of the Ministry of Agriculture and Rural Development and other training institutions; give priority to the training of young and female cadres involved in the management and administration of agricultural cooperatives.

- Form an agricultural extension network, community agricultural extension groups, and qualified and experienced organizations and individuals to participate in consulting and supporting the development of agricultural cooperatives.

Thus, striving to 2025 to build at least 300 typical agricultural cooperative models that operate effectively and have many members; The average revenue/agricultural cooperative of over 05 billion VND/year is one of the remarkable targets that the Government has set.

Creating conditions for agricultural cooperatives to convert agricultural land use purposes into infrastructure construction land in Vietnam

Pursuant to Subsection 2, Section I of the Resolution 106/NQ-CP in 2023 stipulating the land policy to facilitate the development of the agricultural cooperative model as follows:

- Effectively implement preferential policies on land for agricultural cooperatives; create favorable conditions for agricultural cooperatives to lease land in a stable and long-term manner, serving production, business and service activities.

- Research and develop mechanisms and policies to encourage agricultural cooperatives to concentrate and accumulate land; form concentrated raw material areas, large enough scale, production linkages according to the value chain of agricultural products.

- Support, guide and create conditions for agricultural cooperatives to convert agricultural land use purposes into infrastructure construction land in association with practical conditions and production and business plans of agricultural cooperatives.
