Based on Clause 1, Article 8 of the Notary Public Law 2014, which stipulates the conditions for becoming a notary public as follows:
Vietnamese citizens permanently residing in Vietnam, who adhere to the Constitution and the law, possess good moral qualities and meet the following standards, may be considered and appointed as notaries public:
Have a bachelor's degree in law;
Have a minimum of 5 years of legal work experience at agencies or organizations after earning the bachelor's degree in law;

Therefore, according to the aforementioned regulation, it is mandatory to have a bachelor's degree in law to become a Notary Public.
In What Cases Will the Notary Public Card Be Reissued?
Under what circumstances will the Notary Public Card be reissued according to the current law governing notaries public?
Answer:
Based on Clause 2, Article 36 of the Notary Public Law 2014, which regulates the notary public card as follows:
- The notary public will be reissued the Notary Public Card in case the card has been lost or damaged.
- The notary public card will be revoked if the notary public is dismissed or removed from the practice registry.
Thus, according to the above regulation, the notary public card will be reissued in the case it has been lost or damaged.
Can Only Notaries Public Establish Private Notary Offices?
I would like to ask, is it true that only notaries public can establish private notary offices?
Answer:
Based on Clause 1 and Clause 2, Article 22 of the Notary Public Law 2014, which regulates notary offices as follows:
- Notary offices are organized and operated under the provisions of this Law and other relevant legal documents concerning partnerships.
Notary offices must have at least two notaries public partners. Notary offices do not have contributing capital members.
- The legal representative of the notary office is the Head of the Office. The Head of the Notary Office must be a notary public partner of the notary office and has been practicing notarization for at least 2 years.
Therefore, a notary office must have at least two notaries public partners, meaning only notaries public can establish private notary offices.
