According to Circular 15/2024/TT-BTP, the standards for notaries are prescribed as follows:
[1] General Standards for Professional Ethics as prescribed in Article 4 of Circular 15/2024/TT-BTP
- Possess good political qualities, good ethics; adhere well to the guidelines, policies of the Communist Party, and the laws of the State.
- Comply with the professional ethics standards of public employees in the Judicial Sector.
- Adhere to the regulations and codes of professional ethics according to professional titles (if any).
[2] Standards for Educational and Training Qualifications as prescribed in Article 6 of Circular 15/2024/TT-BTP
- Hold a Bachelor’s degree in law.
- Have been appointed as a notary.
[3] Standards of Professional and Operational Competences as prescribed in Article 7 of Circular 15/2024/TT-BTP
- Master and have the capability to apply and implement the guidelines, policies of the Communist Party, and the laws of the State in the notarization field and related fields.
- Capable of executing the tasks and powers of a notary as stipulated by law.
- Competent in guiding, clarifying professional, operational issues, and notarial skills.
- Capable of researching, aggregating, analyzing, evaluating, persuading, organizing work, and resolving arising issues and handling situations in the notarization field.
- Proficient in cooperating with relevant agencies, organizations, and individuals when executing notarial duties.
- Skilled in basic information technology and possessing the requisite foreign language skills pertinent to the job position.

What is the duration of notary professional training in Vietnam?
According to Article 11 of the Notarization Law 2024 regarding notary professional training:
Article 11. Notary professional training
- Individuals with a Bachelor’s, Master’s, or Doctorate in law may register for a notary professional training course at a notarial training institution.
- The duration of notary professional training is 12 months, except for cases specified in clause 3 of this Article.
- The following individuals are subject to a 6-month notary professional training period:
a) Individuals with at least 5 years of experience as judges; procurators; investigators; principal court assessors; mid-level enforcement officers, principal assessors of civil judgment enforcement; principal assessors in prosecution; Grade II legal aid assistants; principal inspectors in justice sector; principal specialists, principal legal officers, principal researchers, principal lecturers in law field;

Thus, the notary professional training period is 12 months, except in the following cases, where it is 6 months:

- Individuals who have served as senior court assessors; senior enforcement officers, senior civil judgment enforcement assessors; senior assessors in prosecution; Grade I legal aid assistants; senior inspectors in justice sector; senior specialists, senior legal officers, senior researchers, senior lecturers in law field
How long is the notary practice apprenticeship period in Vietnam?
According to Article 12 of the Notarization Law 2024 regarding notary practice apprenticeship:
Article 12. Notary practice apprenticeship
- Individuals with a certificate of graduation from the notary professional training course shall connect with a notarial practice organization as stipulated in clause 2 of this Article for apprenticeship; if unable to arrange a practicum, they should request the Department of Justice to organize one.
Apprentices must be registered at the Department of Justice in the locality where the notarial practice organization accepts the apprenticeship.
The notary practice apprenticeship period is 12 months from the date the decision for apprenticeship takes effect.
- The notarial practice organization that accepts apprenticeship must have notaries qualified to guide the practicum as stipulated in clause 3 of this Article and have necessary infrastructure to support the apprenticeship.
