What are professional and technical competence standards for the position of Grade III Legal Assistant in Vietnam?
According to Clause 2 of Article 7 of Circular 05/2022/TT-BTP, the following are the professional and technical competence standards for the position of Legal Assistant:
a) To have the ability to apply the Party's guidelines, the laws of the State, and the policies of the State in the field of legal aid.
b) To have knowledge and understanding of the field of legal aid law assigned.
c) To have the ability to guide the application of legal aid law for lawyers who contract to provide legal aid, legal aid collaborators.
d) To have basic computer skills and to be able to use a foreign language or a minority language for civil servants working in minority areas as required by the position.
What are principals and salary of public employees who are Legal Assistant in Vietnam?
According to Article 8 of Circular 05/2022/TT-BTP, the following are the principals and salary of public employees who are Legal Assistant in Vietnam:
1. Appointment to the position of Legal Assistant must meet the requirements of the professional and technical competence for the position.
2. When appointing from the current public employee grade to the position of Legal Assistant, it is not allowed to combine with promotion or upgrading of public employee professional and technical positions.

What are regulations on salary of public employees who are Legal Assistant in Vietnam?
According to Article 9 of Circular 05/2022/TT-BTP, the following are the ways to assign salaries for civil servants in the position of Legal Assistant:
1. The professional and technical position of Legal Assistant is applied to the Salary Table for professional and technical positions for civil servants in public service units (Table 3) attached to Decree No. 204/2004/NĐ-CP dated December 14, 2004 of the Government on the salary regime for civil servants, public servants, and members of the armed forces and Decree No. 17/2013/NĐ-CP dated February 19, 2013 of the Government amending and supplementing some articles of Decree No. 204/2004/NĐ-CP, specifically as follows:
a) The professional and technical position of Legal Assistant Grade I is applied to the salary coefficient for civil servants of type A3, group A3.1 (salary coefficients from 6.20 to 8.00);
b) The professional and technical position of Legal Assistant Grade II is applied to the salary coefficient for civil servants of type A2, group A2.1 (salary coefficients from 4.40 to 6.78);
c) The professional and technical position of Legal Assistant Grade III is applied to the salary coefficient for civil servants of type A1 (salary coefficients from 2.34 to 4.98).
2. The assignment of salaries into the professional and technical positions of civil servants according to the provisions of Clause 1 of this Article for civil servants who have been assigned salaries to the ranks prescribed in Circular No. 06/2010/TT-BNV dated July 26, 2010 of the Minister of Home Affairs on the positions, code numbers of the ranks of Legal Assistant civil servants, Decree No. 204/2004/NĐ-CP and Decree No. 17/2013/NĐ-CP is carried out as follows:
In case a civil servant is qualified for appointment to a professional and technical position with a salary coefficient equal to the old rank, the salary coefficient and % (percentage) of the additional allowance for seniority (if any) currently enjoyed in the old rank (including the time for considering the next salary increase or considering the additional allowance for seniority if any in the old rank) are assigned to the new professional and technical position.
3. Civil servants after changing their professional and technical positions, who have been appointed to the professional and technical positions prescribed in this Circular, are assigned salaries according to the guidance in Clause 1 of Section II of Circular No. 02/2007/TT-BNV dated May 25, 2007 of the Minister of Home Affairs on assigning salaries when upgrading ranks, transferring ranks, and changing types of civil servants.
