Vietnam: Is the Bailiff’s report considered evidence?

In addition to the legal regulations on civil and administrative matters, is the Bailiff’s report considered evidence in Vietnam?

Under Clause 3 Article 36 of Decree 08/2020/ND-CP regarding the entitlement to produce bailiff’s report, scope and legitimacy of bailiff's report in Vietnam:

"Bailiff’s reports" serve as evidence reviewed by the court to resolve civil and administrative cases and matters as per the law; as the prelude to conduct transactions between agencies, organizations, and individuals as per the law.

Thus, according to the legal provisions on the organization and operation of the bailiff, the Bailiff’s reports serve as evidence reviewed by the court to resolve civil and administrative cases and matters as per Vietnamese law.
