The People's Committee of the Commune Does Not Have the Authority to Certify the Signature of the Translator
Based on Point c Clause 1, Point b Clause 2 Article 5 of Decree 23/2015/ND-CP stipulating the authority and responsibility for authentication as follows:
- The Justice Office of districts, towns, districts of centrally-run cities, cities under provincial authority (hereinafter collectively referred to as Justice Offices) have the authority and responsibility:
- To authenticate the signature of the translator in documents, papers from foreign languages to Vietnamese, and from Vietnamese to foreign languages;
The People's Committee of communes, wards, commune-level towns (hereinafter collectively referred to as commune-level People's Committees) have the authority and responsibility:
- To authenticate signatures in documents and papers, except for authenticating the signatures of translators.
Thus, it is not that the issue is not resolved but that the commune-level People's Committee does not have the authority to authenticate the translator's signature. Therefore, they commonly go to the district Justice Office for authentication.
