Procedure for Reissuing Expired Driver's License
1. Legal Grounds:
+ Road Traffic Law 2008;
+ Joint Circular 24/2015/TTLT-BYT-BGTVT;
+ Circular 188/2016/TT-BTC;
+ Circular 12/2017/TT-BGTVT;
2. Conditions:
- Individuals with an expired driver's license:
a) From 3 months to less than 1 year from the expiration date, must retake the theory test to renew the driver's license;
b) From 1 year and above from the expiration date, must retake both the theory and practical tests to renew the driver's license.
3. Dossier:
+ A copy of the identity card, citizen identification card, or valid passport with the identity card or citizen identification card number noted for Vietnamese citizens; a valid passport for Vietnamese residing abroad;
+ A copy of the valid passport with a validity of over 6 months and the temporary residence card or permanent residence card or diplomatic ID card or official ID card for foreigners;
+ Driver's medical examination certificate issued by a competent medical facility as regulated.
+ Application form for re-issuing the driver's license according to the form prescribed in Appendix 19 issued together with Circular 12/2017/TT-BGTVT;
+ A copy of the expired driver's license.
4. Submission Method:
- Submit directly to the General Department of Roads of Vietnam or the Department of Transport.
5. Processing Authorities:
- General Department of Roads of Vietnam or the Department of Transport.
6. Processing Time:
- After 2 months from the date of submitting a complete and valid dossier as regulated, must retake the tests.
- The time to issue the driver's license is no later than 10 working days from the end of the test.
7. Fees:
- Re-issuance: 135,000 VND/time.
- Driving test fees:
+ For motorcycle driving tests (vehicle class A1, A2, A3, A4): Theory test: 40,000 VND/time; Practical test: 50,000 VND/time.
+ For automobile driving tests (vehicle class B1, B2, C, D, E, F): Theory test: 90,000 VND/time; Practical test in the testing area: 300,000 VND/time; Practical test on public roads: 60,000 VND/time.
