Procedure and process for appointing judicial experts at the local level:
The Director of the Department of Transport or the Director of the Department of Transport and Construction shall preside and cooperate with the Director of the Department of Justice in selecting individuals who meet the standards stipulated in Article 3 of this Circular, compiling dossiers as prescribed in Clause 1 of this Article, and submitting them to the President of the People's Committee of the province or centrally-run city (hereinafter collectively referred to as the provincial level) for the appointment of judicial experts. The list of judicial experts is to be published on the electronic portal of the provincial-level People's Committee and simultaneously sent to the Ministry of Justice to be consolidated into the general list as per regulations.
