Is the high school diploma copy certifiable?
According to Clauses 2 and 6, Article 2 of Decree No. 23/2015/ND-CP stipulates:
"Certification of a copy from the original" is the act by an authorized agency or organization as prescribed in this Decree, based on the original, to certify that the copy is true to the original.
"Copy" is a replica from the original or a typed version with contents fully and accurately matching the contents recorded in the original register.
In Article 18 of Decree No. 23/2015/ND-CP, regulations on documents and papers serving as the basis for certifying copies from the original are stipulated as follows:
"1. The original documents and papers issued by an authorized agency or organization.
2. The original documents and papers self-drafted by individuals with confirmation and a seal from an authorized agency or organization."
Thus, according to the regulations, it is mandatory for individuals seeking certification to bring the original documents that need certification to the authorized agency; certification is not permitted based on a copy for further certification.
When you want to certify a photocopy of a high school diploma, you must bring the original diploma for the authorized agency to certify it. If you do not present the original, the authorized agency will not proceed with the certification for you.
