Answer:
Pursuant to Clause 1.a Article 10 of the Law on Notarization in 2014 stipulating as follows:
Notary training shall be exempted for the following persons:
Those who have worked as judges, prosecutors or investigators for at least 5 years;
For individuals who have worked as judges for at least 5 years, they are exempted from notarial training regardless of whether they are primary or senior judges.

Are notarized copies required in the following case? I requested the notarization of the contract for purchase and sale of houses. Now, due to my busy schedule, I need a notarized copy of the documents. Can I ask my friend to go to the notary office to request a notarized copy from the notary?
Answer:
Pursuant to Clause 2 Article 16 of the Decree 23/2015/ND-CP stipulating organizations and individuals entitled to request for issuance of copies from master registers as follows:
Organizations and individuals that are issued with originals
Legal representatives, persons authorized by organizations, individuals
Parents, children; spouses, sisters, brothers; successors to deceased holders of originals.
Pursuant to Clause 1.b Article 65 of the Law on Notarization in 2014 stipulating issuance of copies of notarized documents as follows:
Copies of notarized documents shall be issued in the following cases:
a/ At the request of competent agencies in the cases specified in Clause 3, Article 64 of this Law;
b/ At the request of parties to contracts or transactions and persons with rights and obligations related to the notarized contracts or transactions.
In the case mentioned, your friend can still obtain a notariized copy of the house purchase contract from the notary office if you meet one of the following conditions:
1: At the request of the participating parties, meaning that the parties authorize your friend to obtain the certified copy.
2: At the request of the competent authority in cases specified in Article 64, Clause 3 of the Law on Notarization.
Therefore, if you call your friend to go to the notary office without falling under either of the above conditions, they will not be granted the notarized copy.

Pursuant to Clause 2 Article 19 of the Law on Notarization in 2014 stipulating issuance of copies of notarized documents as follows:
Notary bureaus are public non-business units attached to provincial-level Justice Departments, and have their own offices, seals and accounts.
The at-law representative of a notary bureau is the head of such notary bureau. Heads of notary bureaus must be notaries and shall be appointed, relieved from duty and dismissed by chairpersons of provincial-level People’s Committees.
As regulations above, the notary bureau established by provincial-level People’s Committee is considered a public non-business unit attached to provincial-level Justice Departments in Vietnam.
