The Urban and Rural Planning Law 2024 Download was passed by the National Assembly of the Socialist Republic of Vietnam, 15th Legislature, at its 8th session on November 26, 2024.
The Urban and Rural Planning Law 2024 Download stipulates the system of urban and rural planning; formulation, appraisal, approval, review, adjustment, and organization of management of urban and rural planning; and state management of urban and rural planning.
The Urban and Rural Planning Law 2024 Download takes effect from July 1, 2025.

In which cases is urban and rural planning related to the scope of planning and administrative boundaries in Vietnam?
According to Article 5 of the Urban and Rural Planning Law 2024 Download, cases involving urban and rural planning related to the scope of planning and administrative boundaries include:
- When the administrative boundaries of cities, district-level towns, commune-level towns, districts, communes fall entirely within the planning scope of economic zones or national tourist areas, the general planning for these economic zones or tourist areas must fully reflect the development orientation of the cities, district-level towns, commune-level towns, districts, communes without the need for separate general planning for each.
- When the administrative boundaries of cities, district-level towns, commune-level towns, districts, communes, and the planning scope of economic zones or national tourist areas overlap, the general planning of these entities must ensure consistency and synchronicity among the planning contents in the overlapping area.
- When the planning scope of economic zones or national tourist areas lies entirely within the administrative boundaries of a city or district-level town, the general city or town planning must fully incorporate the content of the general planning for economic zones or national tourist areas without needing separate general planning for these areas.
- When the planning scope of economic zones or national tourist areas lies entirely within the administrative boundaries of a district, general planning for the economic zone or tourist area shall be conducted without separate general district planning. The remaining area of the district (if any) will be planned generally for communes or commune-level towns.
- For cities of class I or new urban areas with an estimated population size equivalent to class I situated in centrally-governed cities, the general planning of these centrally-governed cities must comprehensively reflect the general planning of class I or new urban areas without needing separate plans for class I urban areas or new urban areas of the same population scale in centrally-governed cities.
- For cities, district-level towns, commune-level towns, districts, communes oriented for administrative boundary adjustments in the provincial planning or general planning of centrally-governed cities, general planning shall be conducted according to the proposed adjusted administrative boundaries.
- When a district or commune is designated as a new urban area, there will be no general district or commune planning, but rather general planning appropriate for the designated urban administrative unit.
- When a district of a centrally-governed city has more than 50% of its natural area designated for urban development by the city's general planning, no general district planning is conducted but rather sub-zoning is planned for areas designated for urban development according to the city's general planning. The remaining district area will be planned generally for communes.
What are the sources of funding for urban and rural planning activities in Vietnam?
According to Article 10 of the Urban and Rural Planning Law 2024 Download, the funding for urban and rural planning activities includes:

- The state ensures funding for urban and rural planning activities as per the legal regulations on state budget management.
- Funding sources for urban and rural planning activities include:
a) Regular expenditures from the state budget;
b) Funds from the organization selected as the project owner;
c) Other legitimate funding sources.
- Funds for urban and rural planning activities are used for the following tasks:
a) Topographic surveys serving urban and rural planning;
b) Formulating, adjusting, seeking comments, appraising, and approving planning tasks, urban and rural planning;
