Which Projects of State-Owned Enterprises Must Be Subject to Bidding?
According to the provisions at Point b, Clause 1, Article 1 of the Bidding Law 2013:

b) State-owned enterprise development investment projects;
In addition, according to the provisions at Clause 11, Article 4 of the Bidding Law 2013:
Development investment projects (hereinafter collectively referred to as projects) include: programs, new construction investment projects; projects to renovate, upgrade, expand the already constructed projects; projects for the procurement of assets, including equipment and machinery that do not require installation; projects to repair and upgrade assets, equipment; projects and schemes for planning; projects and topics for scientific research, technology development, technology application, technical support, basic investigation; other development investment programs, projects, schemes.
Thus, the aforementioned development investment projects of state-owned enterprises must be subject to bidding.
