What is the fee for submission of bids on Vietnam National E-Procurement System (VNEPS) in 2024?
According to Clause 2, Article 4 of Circular 05/2024/TT-BKHDT, the following fee rates are specified:
Fee Rates
1. The cost of maintaining the name and capability profile of the contractor on the System shall be implemented in accordance with the provisions at point a, Clause 11, Article 12 of Decree 24/2024/ND-CP dated February 27, 2024, of the Government, which details certain articles and measures for the implementation of the Bidding Law regarding the selection of contractors (referred to as Decree 24/2024/ND-CP).
The cost of maintaining the name and capability profile of the investor on the System is 330,000 VND per year (including value-added tax). The investor shall pay this fee from the second year onwards after registration to participate in the System.
2. The cost of submitting bidding documents on the System shall be implemented in accordance with the provisions at point b, Clause 11, Article 12 of Decree 24/2024/ND-CP.

- Deliberately providing information and documents which are not accurate or objective in bids with the aim of falsifying the contractor/investor selection result;
- A person or entity concurrently engages in the evaluation of bids and the appraisal of the contractor or investor selection result of the same package or investment project;
- A bidder submits a bid for a procurement, construction or non-consulting service package for which the bidder is also acting as a consultant;
- Disclosing documents and information about the contents of the bids of the inviting party; clarifying the requirements for the bids of the contractor and investor during the evaluation process; documenting meeting minutes, opinions, evaluations of the bids before they are publicly disclosed according to regulations.
- Subcontracting in the case where: The contractor transfers to another contractor a portion of the work within the bidding package that does not exceed the maximum value allocated for subcontractors as stated in the contract, but beyond the scope of work proposed in the bids, the proposed dossier that has not been approved by the investor or supervisory consultant.
