Pursuant to Clause 1 and 2, Article 7 of the Law on Investment in 2020 stipulating conditional business lines in Vietnam as follows:
- Conditional business lines are the business lines in which the business investment must satisfy certain conditions for reasons of national defense and security, social order and security, social ethics, or public health.
- A List of conditional business lines is provided in Appendix IV hereof.
As regulations above, conditional business lines are the business lines in which the business investment must satisfy certain conditions for reasons of national defense and security, social order and security, social ethics, or public health. You may reach for the List of conditional business lines, which is provided in Appendix IV of the Law on Investment in 2020.

According to the List of conditional business lines, knife and scissors manufacturing is not a conditional business line in Vietnam.
