What are subjects of application of the Circular guiding the positions of professional civil servants specialized in Planning, Investment and Statistics in Vietnam?
On April 20, 2023, the Ministry of Planning and Investment issued Circular 03/2023/TT-BKHDT guiding the positions of professional civil servants specialized in Planning, Investment and Statistics.
Circular 03/2023/TT-BKHDT guides employment positions for civil servants of agencies and administrative organizations performing the function of advising on state management in the fields of planning, Investment and Statistics from central to local level include:
- Administrative agencies and organizations under the Ministry of Planning and Investment.
- Administrative agencies and organizations under the Department of Planning and Investment, the Management Board of Industrial Parks and Economic Zones under the People's Committees of provinces and central-affiliated cities (referred to as provincial level).
- Department of Finance and Planning under the People's Committee of districts, towns, provincial cities, central-affiliated cities (referred to as district level).
Circular 03/2023/TT-BKHDT takes effect from June 15, 2023.
What documents should be included in the application for the position of a professional civil servant specialized in Planning, Investment and Statistics?
Pursuant to Clause 2, Article 5 of Circular 03/2023/TT-BKHDT stipulating the order of approval for job positions; application, content and time limit for appraisal of job position scheme, job position adjustment are as follows:
The order of approval of the job position; application, content and time limit for appraisal of job position scheme, job position adjustment
1. The order of approval of job positions: comply with the provisions of Article 7 of Decree No. 62/2020/ND-CP dated June 1, 2020 of the Government on employment positions and civil servant payrolls.
2. The application, content and time limit for appraisal of the job position scheme: comply with the provisions of Article 8 of Decree No. 62/2020/ND-CP dated June 1, 2020 of the Government on positions. employment and staffing of civil servants.
3. The adjustment of employment position: comply with the provisions of Article 9 of Decree No. 62/2020/ND-CP dated June 1, 2020 of the Government on employment positions and civil servant payrolls.
Pursuant to Article 8 of Decree 62/2020/ND-CP stipulating application, content and time limit for appraisal of the job position scheme of agencies and organizations are as follows:
Applciation, content and time limit for appraisal of job position schemes of agencies or organizations
1. Application for submission of job position scheme, including:
a) A written request for approval of the job position scheme;
b) Scheme of employment position;
c) Copies of documents of competent agencies defining the functions, tasks, powers and organizational structure of the agency or organization; professional and professional management processes in accordance with specialized laws.
2. Contents of job position project
a) The legal basis for the formulation of the job placement scheme;
b) Making statistics and grouping jobs according to functions, tasks, nature and complexity of each job in the agency or organization;
c) Determining the job position, including: Job description, capacity frame, civil servant grade for each job position;
d) Summarizing job positions and rank structure of civil servants of agencies and organizations;
d) Proposals (if any).
3. Contents of appraisal:
a) Application for approval of the job position scheme;
b) The legal basis for the formulation of the job placement scheme;
c) Employment position and rank structure of civil servants of agencies and organizations.
4. Time limit for appraisal
Within 40 working days (for the first application for approval), 25 working days (for the application for adjustment) from the date of receiving the complete dossier, the assigned agency or organization shall: the responsibility for appraising the job position scheme specified in Clause 2, Article 7 of this Decree must complete the appraisal and submit it to competent authorities for consideration and decision. In case the competent authority requests the adjustment or disagrees, the agency or organization assigned the responsibility of appraisal must notify in writing and clearly state the reason.
Thus, the application for the proposal of the position of a professional civil servant specialized in Planning, Investment and Statistics includes the following documents:
- A written request for approval of the job position scheme;
- Job placement scheme;
- Copies of documents of competent agencies defining the functions, tasks, powers and organizational structure of the agency or organization; professional and professional management processes in accordance with specialized laws.
