What is implementation of submission and withdrawal of bidding documents for investment in airport service works in Vietnam?

According to Article 21 of Circular 23/2021/TT-BGTVT, preparation, submission, receipt, management, revision, replacement, and withdrawal of bidding documents as follows:

1. Investors are responsible for preparing and submitting bids depending on requirements of bidding documents.

2. Procuring entities shall receive bids submitted by investors prior to the bid closing date and manage all submitted bids in a confidential manner until investor selection results are to be disclosed; information in bid of an investor must not be disclosed to another investor other than information disclosed upon bid opening.

3. If investors wish to revise or replace or withdraw submitted bids, the investors must submit written request to the procuring entities. Procuring entities shall only approve investors’ request if they receive the request prior to the bid closing date.

4. Bids or documents sent to procuring entities by investors after bid closing date will not be opened, be invalid, and be eliminated other than documents clarifying bids at request of procuring entities or clarifying, supplementary documents proving legitimacy, capacity, and experience of investors.
