Regulations on Bidding for PPP Projects
Based on the regulations stipulated in Clause 1, Article 21 of Decree 25/2020/ND-CP (effective from April 20, 2020), the opening of bids for PPP projects is regulated as follows:
- Prequalification documents submitted according to the time and place specified in the invitation for prequalification will be publicly opened and will commence within 01 hour from the closing time of bid submissions. The opening of prequalification documents must be recorded in minutes, and the minutes of the bid opening must be sent to the investors who submitted the prequalification documents. Prequalification documents sent after the bid closing time will not be opened, will be considered invalid, and will be eliminated.
