What are regulations on bid invitation and extension of bid submission deadline for investment in airport service works projects in Vietnam?

According to Article 20 of Circular 23/2021/TT-BGTVT, regulations on bid invitation, issuance, revision, and clarification of bidding documents; extension of bid submission deadline are as follows:

1. Invitation to bid shall be uploaded in accordance with Clause 2 and Clause 3 Article 4 hereof.

2. Bidding documents shall be issued to all investors engaging in bidding. Procuring entities shall upload all bidding document files on the National Bidding Network System for free.

3. If bidding documents are revised after issuance, decision on revision and the revisions shall be uploaded on the National Bidding Network System by the procuring entities.

4. If bidding documents need to be clarified, investors must submit written request to procuring entities at least 7 days (in case of nationwide bidding) or 15 days (in case of international bidding) prior to the date of bid closing. The clarification of bidding documents shall be implemented by the procuring entities by any of the following methods:

a) Upload clarifying documents on the National Bidding Network System;

b) If necessary, organize pre-bidding conferences to discuss details under bidding documents. The discussion must be recorded in writing and included in documents on clarification of bidding documents; the clarifying documents must be uploaded on National Bidding Network System;

Clarified details of the bidding documents must not contradict the approved bidding documents. If bidding documents must be revised as a result of the clarification process, the revision of bidding documents shall conform to Clause 3 of this Article.

5. Decision on revision and clarifying documents are a part of the bidding documents.

6. Extension of bidding document submission deadline.

a) Procuring entities shall upload notice on extension together with decision approving the extension on the National Bidding Network System;

b) Notice on extension must include reasons for extension and new bid closing date.
