Provisions on Standards and Methods for Technical Evaluation of Bidding Documents for Investment Projects Using Land
Clause 2, Article 48 of Decree 25/2020/ND-CP (effective April 20, 2020) stipulates the standards and methods for technical evaluation of bidding documents for investment projects utilizing land as follows:
- Technical Evaluation Standards:
+ The conformity of project objectives proposed by the investor with the socio-economic development plans, sectoral development plans, construction plans with a scale of 1/2,000 or 1/500 (if available), or urban subdivision plans with a scale of 1/2,000 or 1/5,000 as stipulated by law.
+ Requirements regarding project scale, architectural solutions, and basic functionality of the project facilities.
+ Requirements relating to environment and safety.
+ Other standards applicable to specific projects.
- Technical Evaluation Method:
Using a scoring method on a scale of 100 or 1,000 to develop technical evaluation standards, in which the minimum score and maximum score for each general standard and detailed standard must be specified. When developing the technical evaluation standards, the minimum score to be assessed as meeting requirements must be specified but must not be less than 70% of the total technical score, and the score for each required content specified in point a of this clause must not be less than 60% of the maximum score for that particular content.
The structure of the scoring weight corresponding to the content specified in point a of this clause must be appropriate for each specific project but must ensure the total scoring weight is 100%.
