Based on Chapter III Appendix III issued together with Circular 23/2021/TT-BGTVT (Effective from 25/12/2021) regulating technical proposal forms in the dossier for approving the investor of the airport service work as follows:

TECHNICAL PROPOSAL

Based on the scale, nature, field of the project and the criteria for evaluating the Technical Proposal Dossier of the Aviation Department, the Civil Aviation Authority of Vietnam requires investors to prepare contents, technical proposal forms, and accompanying explanatory documents (if any) as a basis for evaluating the Technical Proposal Dossier, including the following contents:

1. Proposal on the plan and method of project implementation:

- Demonstrate understanding of the current situation; forecast production growth; project objectives according to approved planning.

- Project scale, design plan.

- Technical plan, project technology.

- Project implementation plan, schedule, construction time.

- Environmental impact mitigation plan.

- For projects not yet cleared of land, investors must have a plan to coordinate with the Airport Authority to work with the competent People's Committee to complete the land clearance work and for the competent People's Committee to issue a Land Use Right Certificate for the project land plot to the Airport Authority.

- Plan for connecting transportation infrastructure, technical infrastructure (drainage, environment) of the project with the common infrastructure of the airport; prepare a 1/500 scale site plan within the project boundary using the investor's budget.

- Fire prevention and fighting plan; security, safety at the airport; solutions, measures, equipment for fire and explosion prevention; organization of the fire and explosion prevention system management apparatus as regulated (for facilities requiring fire and explosion prevention).

- Operation time of the project after completing the investment work.

2. Investor's proposal on the organization plan for operation, management, and provision of airport service work at the airport:

- Plan to ensure compliance with business conditions, operation of airport service works at the airport according to aviation laws (including conditions on organizational apparatus; conditions on staff; conditions on specialized infrastructure and equipment; conditions on capital meeting the requirements for business, operation of airport service works at the airport and the documents, records, contracts proving compliance with those conditions).

- Plan for organizing operation, management, and provision of airport service works of the investor meeting the objectives, strategies, planning, development plan of the airport.

- Plan to coordinate with Aviation Authorities, Port Operators during the process of providing airport service works by the investor, ensuring security, safety at the airport.

- Supervision plan to ensure stable, continuous, quality airport service work provision.
