Procedure for Issuance of Construction Valuation Practice Certificate
Legal Basis:- Construction Law 2014;- Decree 15/2021/ND-CP;- Decree 100/2018/ND-CP;- Circular 38/2022/TT-BTC;- Amended Construction Law 2020.
According to current legal regulations, construction cost estimation practice certificates are categorized as follows: Grade I Construction Cost Estimation Practice Certificate, Grade II Construction Cost Estimation Practice Certificate, and Grade III Construction Cost Estimation Practice Certificate (hereinafter referred to as "Construction Cost Estimation Practice Certificate").
The procedures and processes for issuing the Construction Cost Estimation Practice Certificate are as follows:
1/ Issuance Conditions:
a. Grade I Construction Cost Estimation Practice Certificate
- Full civil capacity as defined by law; possess a residence permit or work permit in Vietnam for foreigners and overseas Vietnamese;
- Professional qualification: Bachelor’s degree in one of the technical economics majors or other technical majors related to construction.
- Experience:
+ At least 07 years of experience in participating in construction cost estimation work;
+ Has led and managed the cost investment tasks of at least 01 project from Group A or 02 projects from Group B and above, or 01 work from Grade I or 02 works from Grade II and above.
- Pass the examination for the Construction Cost Estimation Practice Certificate.
b. Grade II Construction Cost Estimation Practice Certificate
- Full civil capacity as defined by law; possess a residence permit or work permit in Vietnam for foreigners and overseas Vietnamese;
- Professional qualification: Bachelor’s degree in one of the technical economics majors or other technical majors related to construction.
- Experience:
+ At least 04 years of experience in participating in construction cost estimation work;
+ Has led and managed the cost investment tasks of at least 01 project from Group B or 02 projects from Group C and above, or 01 work from Grade II or 02 works from Grade III and above.
- Pass the examination for the Construction Cost Estimation Practice Certificate.
c. Grade III Construction Cost Estimation Practice Certificate
- Full civil capacity as defined by law; possess a residence permit or work permit in Vietnam for foreigners and overseas Vietnamese;
- Professional qualification: Trained in one of the technical economics majors or other technical majors related to construction.
- Experience:
+ At least 02 years of experience in participating in construction cost estimation work for individuals with a bachelor’s degree; at least 03 years of experience for individuals with a college or intermediate diploma;
+ Participated in managing the cost investment tasks of at least 01 project from Group C or 02 projects requiring the preparation of an investment technical-economic report, or 01 work from Grade III, or 02 works from Grade IV and above.
- Pass the examination for the Construction Cost Estimation Practice Certificate.
2/ Application Dossier:
Includes:
(1) Application form for the Construction Cost Estimation Practice Certificate with 02 color photos size 4 x 6 cm on a white background portrait of the applicant taken within the last 06 months;
(2) Degree issued by a legitimate training institution relevant to the Construction Cost Estimation Practice Certificate;
For degrees issued by foreign training institutions, they must be consular legalized according to regulations and must have a notarized and translated copy in Vietnamese;
(3) Existing Construction Cost Estimation Practice Certificate issued by a competent authority, in case of applying for an upgraded practice certificate;
(4) Work assignment decisions by the organization to the individual, or a confirmation document from the legal representative of the investor on the notable tasks completed by the individual as declared. The person signing the confirmation bears responsibility for the truthfulness of the confirmation content. If the individual practices independently, there must be contracts and acceptance records of the notable tasks undertaken;
(5) Legal residence document or work permit issued by Vietnamese competent authorities for foreigners;
(6) Result of passing the examination in case the examination was taken before submitting the application for the Construction Cost Estimation Practice Certificate;
Note: Documents in items (2), (3), (4), and (6) must be certified true copies or files containing color photos taken from the originals or authenticated copies, with the originals presented for verification.
3. Application Process:
- Individuals submit 01 set of the application for the Construction Cost Estimation Practice Certificate online, by mail, or in person at the competent authority for issuing the Construction Cost Estimation Practice Certificate.
- Within 20 days from the date of receiving a complete and valid dossier, the competent authority is responsible for issuing the Construction Cost Estimation Practice Certificate.
In case the dossier is incomplete or invalid, the competent authority must notify the individual applying for the Construction Cost Estimation Practice Certificate in writing once within 05 days from the date of receiving the application.
4. Issuance Authority:
- The construction specialized agency under the Ministry of Construction issues the Grade I Construction Cost Estimation Practice Certificate.
- The Department of Construction issues the Grade II and Grade III Construction Cost Estimation Practice Certificates.
- Professional - social organizations recognized as capable of issuing construction practice certificates issue the Grade II and Grade III Construction Cost Estimation Practice Certificates for their members.
5. Processing Time: 20 days from the date of receiving a complete and valid dossier.
6. Issuance Fee: 300,000 VND (three hundred thousand dong) per certificate.
7. Certificate Validity Period: 05 years. For foreign individuals, the certificate's validity is determined by the expiration date stated in the work permit or temporary residence card issued by competent authorities but does not exceed 05 years.
