Operation of security services includes: Security services for individuals, property, targets, and various lawful activities of agencies, organizations, and individuals as part of the Group of business lines and professions requiring conditions on security, order, and regulatory scope according to Article 3 of Decree 96/2016/ND-CP.
According to Article 19 and Article 20 of Decree 96/2016/ND-CP, to apply for a new Certificate of Eligibility for Security and Order for a security service business, the applicant needs to prepare the following documents:
A written request for the issuance of the Certificate of Eligibility for Security and Order of the business establishment (Form No. 03 in the Appendix issued together with this Decree).
A valid copy of the enterprise certificate.
A resume (Form No. 02 in the Appendix issued together with this Decree) accompanied by a Judicial Record Card or Personnel Declaration (Form No. 02b in the Appendix issued together with this Decree) of the person responsible for security and order of the business establishment.
A valid copy of the diploma certifying the educational qualifications of the person responsible for security and order of the business establishment named in the Certificate of Eligibility for Security and Order.
- Procedure for Submission of Dossier: The business establishment submits one set of documents to the district-level Police Department.
- Time Limit for Resolution: No more than 05 working days.
In the event that the Certificate of Eligibility for Security and Order is not issued, within 04 working days from the date of receiving the dossier, the Police Department must provide the business establishment with a written response stating the reasons.
