Procedure and Process for Issuing and Amending the Investment Registration Certificate without Using a Digital Signature, How is it Implemented?
Clause 2 Article 40 Decree 31/2021/ND-CP stipulates the order and procedures for the issuance and adjustment of online Investment Registration Certificates on the National Investment Information System, whereby investors perform the order and procedures for the issuance and adjustment of the Investment Registration Certificate without using digital signatures as follows:
- Investors register an account on the National Investment Information System;
- Investors declare information and upload electronic documents on the System;
- After completing the submission of the dossier, the investor receives a Dossier Receipt via the System;
- In case the dossier is not valid or there are contents that need clarification, the investment registration authority sends a notice to the investor to complete the dossier on the System within 05 working days from the date of receipt of the dossier;
- In case the dossier meets the conditions for issuance or adjustment of the Investment Registration Certificate, the investment registration authority notifies the investor on the System;
- After receiving the notice as prescribed at point e of this clause, the investor submits a set of paper dossier along with the printed Dossier Receipt to the investment registration authority, either directly or by postal service, to compare with the dossier submitted on the System. If within 30 days from the date of the notice of meeting the conditions for issuance or adjustment of the Investment Registration Certificate, the investment registration authority does not receive the investor's paper dossier for comparison, the investor's electronic registration dossier will no longer be valid;
- The investment registration authority issues or adjusts the Investment Registration Certificate within 15 days (excluding the time the investor submits the paper dossier for comparison with the electronic dossier) from the date of receiving the valid dossier if the comparison content is consistent;
- The investor is responsible for the accuracy and completeness of the paper dossier compared to the dossier submitted on the System. In case the paper dossier is not consistent with the dossier submitted on the System, the investment registration authority has the right to refuse to issue or adjust the Investment Registration Certificate.
