c) The preparation time for bidding documents for competitive offering is at least 05 working days from the first day the bidding invitation documents are issued to the deadline for bid closing;

According to Article 21 of the Bidding Law 2023 stipulating competitive bidding in Vietnam:

Article 21. Competitive bidding

1. Competitive bidding is a form of contractor selection without limiting the number of participating contractors.

2. Competitive bidding applies to all packages, except for cases prescribed in Articles 22, 23, 24, 25, 26, 27, 28, and 29 of this Law. If competitive bidding is not implemented, the document requesting approval of the contractor selection plan must clearly state the reasons for not conducting competitive bidding; the authorized person decides and takes responsibility for not applying competitive bidding.

According to the above regulation, competitive bidding is a form of contractor selection without limiting the number of participating contractors.
