According to Article 45 of the Bidding Law 2023 stipulating the contractor selection duration in Vietnam:
Article 45. Contractor selection duration
1. The Contractor selection duration is stipulated as follows:
a) The preparation time for interest registration documents and prequalification documents is at least 09 days for domestic bidding and 18 days for international bidding from the first day the interest invitation documents and prequalification invitation documents are issued to the deadline for bid closing;
b) The preparation time for bidding documents for competitive bidding and limited bidding is at least 18 days for domestic bidding and 35 days for international bidding from the first day the bidding invitation documents are issued to the deadline for bid closing; for construction, mixed packages with a package value not exceeding VND 20 billion, and goods and non-consulting service procurement packages with a package value not exceeding VND 10 billion, the preparation time for bidding documents is at least 09 days for domestic bidding and 18 days for international bidding;
c) The preparation time for bidding documents for competitive offering is at least 05 working days from the first day the bidding invitation documents are issued to the deadline for bid closing;

Is the number of bidders participating in competitive bidding limited in Vietnam?
According to Article 21 of the Bidding Law 2023 stipulating competitive bidding in Vietnam:
Article 21. Competitive bidding
Competitive bidding is a form of contractor selection without limiting the number of participating contractors.
Competitive bidding applies to all packages, except for cases prescribed in Articles 22, 23, 24, 25, 26, 27, 28, and 29 of this Law. If competitive bidding is not implemented, the document requesting approval of the contractor selection plan must clearly state the reasons for not conducting competitive bidding; the authorized person decides and takes responsibility for not applying competitive bidding.
According to the above regulation, competitive bidding is a form of contractor selection without limiting the number of participating contractors.

According to Article 30 of the Bidding Law 2023 stipulating the single-stage one-envelope procedure in Vietnam:

1. The one-stage one-envelope method is applied in the following cases:
a) competitive bidding, limited bidding for the procurement of non-consulting services, goods, construction, and mixed packages, except for the case specified at point b clause 1 Article 31 of this Law;
b) Competitive offering for the procurement of non-consulting services, goods, construction, and mixed goods and construction packages;
c) Direct contracting for the procurement of consulting services, non-consulting services, goods, construction, and mixed packages;
d) Direct procurement for goods procurement packages.
