Preparation, Appraisal, and Approval of Online Bidding Documents in a One-Stage One-Envelope Process
The preparation, appraisal, and approval of online bidding documents in a one-stage one-envelope process are stipulated in Article 10 of Circular 04/2017/TT-BKHDT detailing the selection of contractors through the National Procurement Network System issued by the Minister of Planning and Investment, as follows:
The procuring entity logs into the System, then selects the corresponding section "Goods," "Construction and Installation," or "Non-consulting Services" to prepare the E-Bid Invitation Notice and other contents of the E-Bidding Documents.
After completing the E-Bidding Documents, the procuring entity prints the E-Bidding Documents for submission to the investor for appraisal and approval. The procuring entity is responsible for ensuring the consistency between the contents of the E-Bidding Documents on the System and the approved E-Bidding Documents.
If it is necessary to amend the E-Bidding Documents, the procuring entity logs in and makes direct amendments on the System after obtaining the investor's approval on the contents.
In case there is a discrepancy between the information in the attached file of the E-Bidding Documents issued by the procuring entity on the System and the information in the webform, the information in the webform shall be the basis for preparing and evaluating E-Bid Submission.
E-Bid Invitation Notice refers to the online bid invitation notice for packages applying the online contractor selection.
E-Bidding Documents refers to the online bidding documents, request documents, and quotation request documents for packages applying the online contractor selection.
E-Bid Submission refers to the online bid submission, proposal submission, and quotation submission for packages applying the online contractor selection.

How to Upload E-Bid Invitation Notice and Issue E-Bidding Documents?
According to Article 11 of Circular 04/2017/TT-BKHDT, the regulations are as follows:
The upload of E-Bid Invitation Notice and issuance of E-Bidding Documents are to be carried out as per the guidelines on the System.
E-Bidding Documents are issued free of charge from the time the E-Bid Invitation Notice is uploaded on the System. The preparation time for E-Bid Submission is at least 10 days for packages applying open bidding and 05 working days for packages applying competitive quotation according to the usual process, from the first day the E-Bid Invitation Notice is uploaded onto the System.
