The Preparation, appraisal, and approval of online bidding documents following the single-stage two-envelope procedure in Vietnam are regulated in Article 25 of Circular 04/2017/TT-BKHDT, which specifies the details regarding the selection of contractors through the National Online Bidding System issued by the Minister of Planning and Investment of Vietnam (effective from March 1, 2018). The bidding party logs into the System, then selects the corresponding section “Goods” or “Construction” or “Non-consulting Services” to prepare the E-TBMT and other contents of the E-HSMT.

After preparing the E-HSMT, the bidding party prints the E-HSMT and submits it to the investor for evaluation and approval. The bidding party is responsible for ensuring the consistency between the E-HSMT content on the System and the E-HSMT approved by the investor.

In case it is necessary to amend the E-HSMT, the bidding party logs in and directly edits it on the System after obtaining approval from the investor regarding the content.

If there is a discrepancy between the information in the attached E-HSMT file issued by the bidding party on the System and the information in the webform, the information in the webform shall be the basis for preparing and evaluating the E-HSDT.

1. Preparation for contractor selection, including:
a) Preparing the E-HSMT;
b) Evaluating and approving the E-HSMT.
2. Organizing contractor selection, including:
a) Announcing the invitation to bid and issuing the E-HSMT;
b) Amending and clarifying the E-HSMT;
c) Submitting the E-HSDT;
d) Opening the E-HSĐXKT.
3. Evaluating the E-HSĐXKT, submitting, evaluating, and approving the list of contractors meeting technical requirements.
4. Opening the E-HSĐXTC.
5. Evaluating the E-HSĐXTC and ranking contractors.
6. Negotiating the contract, submitting, evaluating, approving, and disclosing the results of the contractor selection.
7. Completing and signing the contract.
