Running a billiard hall is not included among 227 business lines in the List of conditional business lines, which is provided in Appendix IV of the Law on Investment in 2020
Conditions for making business investment in the business lines mentioned in Appendix IV are specified in the Laws and Resolutions of the National Assembly, Ordinances and Resolutions of the Standing Committee of the National Assembly, Decrees of the Government and international treaties to which the Socialist Republic of Vietnam is a signatory. Ministries, ministerial agencies, People’s Councils, People’s Committees at all levels, and other entities must not issue regulations on conditions for making business investment.
As regulations above, running a billiard hall is not a conditional business line in Vietnam.

Is merchandise a conditional business line in Vietnam? I searched in the List of conditional business lines in Appendix 4 of the Law on Investment in 2020, but I couldn't see merchandise. Has it been removed from the List?

Previously, at No. 59, Appendix 4, the List of conditional business lines, merchandise is a conditional business line in Vietnam.
However, since the Law on Investment in 2020 took effective on 01/01/2021, merchandise has already been removed from the List.
Therefore, at the moment, merchandise is no longer a conditional business line in Vietnam.

Answer:
As prescribed in Clause 1, Article 5 of the Law on Investment in 2020, investors are entitled to carry out business investment activities in the business lines that are not banned by this Law. Regarding conditional business lines, investors must satisfy business investment conditions as prescribed by law.
There are 227 business lines in the List of conditional business lines, which is provided in Appendix IV of the Law on Investment in 2020.
According to the List of conditional business lines, workshop is not a conditional business line in Vietnam.
