According to Article 12 of Circular 02/2022/TT-UBDT (effective from August 15, 2022), the organization responsible for implementing Project 1 is stipulated as follows:
The Provincial People's Committee directs and guides the organization of implementation:
Develop a process for reviewing subjects; regulate priority subjects; review, establish, and approve the list of subjects and projects as a basis for implementation according to regulations.
Determine capital needs, and develop implementation plans on a phased and annual basis.
Regulate the management, payment, and settlement of state budget investment capital for items eligible for special mechanisms specified in Chapter IV, Decree 27/2022/ND-CP of the Government of Vietnam, executed by the community.
Allocate funds for organizing reviews, guiding implementation, and monitoring execution in the locality.
How are the subjects of Project 2: Planning, arranging, and stabilizing the population regulated?
According to Article 13 of Circular 02/2022/TT-UBDT (effective from August 15, 2022), the subjects of Project 2: Planning, arranging, and stabilizing the population are regulated as follows:
Subjects stipulated in point b, clause 2, Section III of the Program issued attached to Decision No. 1719/QD-TTg.
