Field of Investment and Project Scale under the Public-Private Partnership (PPP) Method
Pursuant to Article 2 of Decree 35/2021/ND-CP stipulating investment fields and project scale under the public-private partnership (PPP) method as follows:
- Transportation
a) Fields: road; railway; inland waterway; maritime; aviation;
b) Investment scale: projects with a total investment capital of VND 1,500 billion or more.
- Power Grid, Power Plants
a) Fields: renewable energy; coal-fired power; gas-fired power (including liquefied natural gas - LNG); nuclear power; power grid, except cases where the State holds a monopoly according to the provisions of the Electricity Law;
b) Investment scale: projects with a total investment capital of VND 1,500 billion or more; projects in the field of renewable energy with a total investment capital of VND 500 billion or more.
Fields of Irrigation; Provision of Clean Water, Drainage, and Wastewater Treatment; Waste Treatment: project scale with a total investment capital of VND 200 billion or more.
Healthcare
a) Fields: medical facilities; preventive health; testing;
b) Investment scale: projects with a total investment capital of VND 100 billion or more.
- Education - Training
a) Fields: infrastructure, facilities, equipment serving educational - training and vocational education activities;
b) Investment scale: projects with a total investment capital of VND 100 billion or more.
- Information Technology Infrastructure
a) Fields: digital information infrastructure, digital economy; modernization of information technology in Communist Party and State agencies; application, development of information technology, databases, data centers; national shared platforms, applications, services; cybersecurity; systems, services serving residents and businesses; information technology and telecommunications (ICT) infrastructure for smart cities;
b) Investment scale: projects with a total investment capital of VND 200 billion or more.
