Evaluation of the Technical Aspects of Bidding Documents for PPP Projects Based on Which Method?
According to Clause 2, Article 42 of the Law on Investment in the form of Public-Private Partnership 2020 (effective from January 1, 2021) stipulating the technical evaluation of PPP project bid dossiers as follows:
The technical evaluation shall be based on a 100-point or 1,000-point scale or the pass/fail method stipulated in the bidding documents. The technical evaluation criteria include: criteria on quality, capacity, efficiency; criteria on operation, management, business, maintenance; criteria on environment and safety; and other technical criteria.
Thus, the technical evaluation of the PPP project bid dossier is based on a 100-point or 1,000-point scale or the pass/fail method stipulated in the bidding documents.
