Dossier and Procedures for Issuing the Certificate of Eligibility for Fertilizer Trade

Legal Basis: Decree 84/2019/ND-CP

* Dossier for Issuance of Certificate of Eligibility for Fertilizer Trading (Article 15)

- Application for the Certificate of Eligibility for Fertilizer Trading according to Form No. 08 in Appendix I issued together with this Decree.

- A copy of the document certifying that specialized training in fertilizers has been completed or a diploma of intermediate education level or higher of the person directly trading fertilizers as prescribed at point c, clause 2, Article 42 of the Law on Crop Production.

* Procedures for Issuance of Certificate of Eligibility for Fertilizer Trading (Article 17)

- Organizations and individuals submit the dossier to the Department of Agriculture and Rural Development.

- Within 10 working days from the date of receiving the complete dossier, the competent authority shall appraise the contents of the dossier. If the dossier meets the requirements, it shall inspect the conditions of fertilizer trading at the organization or individual and make an inspection record according to Form No. 12 in Appendix I issued together with this Decree.

- In case the organization or individual trading fertilizers fails to meet the conditions, they must make corrections. After corrections, a written notification should be sent to the competent authority for the verification of the corrections. If the inspection results meet the requirements, within 03 working days from the date of completing the inspection, the competent authority shall issue the Certificate of Eligibility for Fertilizer Trading according to Form No. 11 in Appendix I issued together with this Decree. In case the Certificate of Eligibility for Fertilizer Trading is not issued, the response must be in writing, clearly stating the reasons.
