In Clause 2, Article 44, Decree 96/2016/ND-CP stipulating responsibilities of accommodation service providers, there are provisions:
Article 44. Responsibilities of accommodation service providers
2. Check personal identification papers of customers, including one of the following types: ID card, citizen identity card, passport, permanent resident card or temporary resident card (if customer is a foreigner), or other personal identification papers with photo issued by competent authorities of Vietnam.
If a customer fails to present his/her personal identification paper, the accommodation service provider must report to the police authority of commune/ward/district-level town or local police station after delivering accommodation to that customer.
5. Check and manage personal identification papers of persons who visit customers at the accommodation service provider; record information and return such papers when they leave.
Thus, according to the above regulations in Vietnam, in case both of you enter the motel at the same time, the manager will have to check the identification papers of both. Record all information in the accommodation book and return the identification papers when you leave.

Accommodation service business (including motels and hotels) is a conditional business line according to the Law amending and supplementing Article 6 and Appendix 4 on the List of conditional business and investment industries and trades of the Investment law.
Clause 1, Article 50 of Decree 96/2016/ND-CP stipulates:
1. Competent police authorities shall carry out comprehensive inspection of the compliance with security and order regulations by business establishments in business sectors subject to security and order conditions on the basis of one inspection yearly or on irregular basis.
The irregular inspection shall be only conduced when a business establishment has violation or denotes violation against regulations on security and order; or any organization or individual files complaint or denunciation for violation against regulations on security and order committed by the business establishment; or the irregular inspection is conducted to strengthen the guarantee of security and order as instructed in writing by competent authorities.
Thus, according to this regulation in Vietnam, the police have right to inspect motels and hotels. Periodic inspection is carried out no more than once a year; Unscheduled inspections are only carried out when there are grounds prescribed by law such as detection of violations of the law, complaints and denunciations... The person subject to administrative inspection has right to complain if the inspection is not done according to the authority, order and procedures.
