Criteria for Evaluating the Competence and Experience of Bidding Documents for PPP Projects
Section 1 Article 42 of the Law on Investment in the form of Public-Private Partnership 2020 (effective from January 1, 2021)
The evaluation of capacity and experience is based on a scale of 100 or 1,000 points specified in the bidding documents. The evaluation criteria for capacity and experience are implemented in accordance with the provisions of Section 2 Article 41 of this Law.
Therefore, the evaluation criteria for capacity and experience include the following standards:
- Capacity and experience in finance and commerce, the ability to arrange capital; experience in implementing similar projects.
In the case of a consortium, the capacity and experience of the investor are determined by the total capacity and experience of the consortium members; the leading investor in the consortium must have a minimum equity contribution ratio of 30%, and each member of the consortium must have a minimum equity contribution ratio of 15%;
- Preliminary plan for project implementation and project implementation commitment;
- Dispute and litigation history regarding contracts that have been or are being executed.
