Can the District People's Committee Approve Projects under Its Jurisdiction?

Pursuant to Clause 3, Article 85 of the 2019 Law on Public Investment, it is stipulated:

Article 85. Duties and powers of district-level and commune-level People's Committees

Submit to the People's Council of the same level the following contents:

- Decide on the investment policy of public investment programs and projects using local budget capital, including targeted supplementation from the superior budget;

- Provide opinions on the investment policy of projects under the authority of the Prime Minister to decide on the investment policy according to the provisions in Clause 4, Article 17 of this Law and of the superior People's Council;

- Decide on the medium-term and annual public investment plans with local budget capital under their management.
