Can a College Degree Holder Work as a Direct Study Abroad Consultant?

Clause 3, Article 107 of Decree 46/2017/ND-CP stipulates the conditions for doing business in study abroad consulting services as follows:

The team of staff directly consulting on studying abroad must have at least a university degree; must be proficient in using at least one foreign language at level 4 or higher according to the 6-level Foreign Language Proficiency Framework for Vietnam and equivalent; must have a certificate of training in study abroad consulting as prescribed by the Ministry of Education and Training.

According to the aforementioned regulation, the team of staff directly consulting on studying abroad must have at least a university degree. Therefore, in the case where you have graduated from college, you do not meet the conditions to be a staff member directly consulting on studying abroad.
