Based on Clause 1 and 2, Article 7 of Circular 07/2020/TT-BKHDT, regulations regarding taking documents and materials containing classified state secrets out of storage are as follows:
1. The act of taking documents and materials containing classified state secrets in the fields of planning, investment, and statistics out of storage for domestic purposes must be authorized by the head or deputy authorized by the head of the agency or unit directly managing state secrets.
2. The act of taking documents and materials containing classified state secrets in the fields of planning, investment, and statistics out of storage for international purposes must be authorized by the Minister of Planning and Investment (for the Ministry of Planning and Investment), the Chairman of the Provincial People's Committee (for the provincial Departments of Planning and Investment), or the deputy authorized, and must be reported to the head of the working delegation.
Therefore, taking documents and materials containing classified state secrets in the fields of planning, investment, and statistics out of storage for both domestic and international purposes requires authorization from the head or deputy authorized by the head of the agency or unit directly managing state secrets.

Based on Clause 3, 4, and 5, Article 7 of this Circular, regulations on handling, containing, and transporting documents and materials containing classified state secrets in the planning, investment, and statistics sectors when being taken out of storage are as follows:
3. When officials or civil servants take documents and materials containing classified state secrets out of storage, they must have a written request and obtain written approval from the authorized person as specified in Sections 1 and 2 of this Article. The request to take documents and materials containing classified state secrets out of storage for domestic or international purposes must clearly state the requester's name, position, agency, or unit; the type and summary content, classification level of the documents and materials containing classified state secrets; the purpose of use; the duration and location of the task; and a commitment to implement security measures for classified state secrets during the transportation.
4. If classified state secrets are found to be compromised or lost during the period when documents and materials containing classified state secrets are taken out of storage, the person responsible must report it immediately to the head of the managing agency or unit, and the head of the working delegation for appropriate handling and remedial measures.
5. Documents and materials containing classified state secrets taken out of storage must be handled, contained, and transported using means and equipment ensuring safety, as regulated by the head of the agency or unit managing classified state secrets. These items must be protected during the period they are taken out of storage. Upon completion of the task, a report must be submitted to the authorized person who granted permission, detailing the management and use of classified state secrets and returning them to the respective agency or unit.
