  • Pursuant to Appendix V of Decision 39/2021/QD-TTg stipulating the allocation of central budget capital to implement the project on development of education and training to improve the quality of human resources in Vietnam as follows:

    1. Sub-project 1: Renovate operations, strengthen the development of boarding general schools for ethnic minorities, semi-boarding general schools for ethnic minorities, and schools with boarding students and eliminate illiteracy for people in ethnic minority areas.

    1.1. Investment allocation:

    a) Allocating capital to ministries and central agencies: No

    b) Allocation to localities: Apply the scoring method according to the following criteria:

    2. Sub-project 2: Fostering ethnic knowledge; pre-university, undergraduate and postgraduate training to meet the human resource needs of ethnic minorities.

    - Allocating capital to ministries and central agencies: Not more than 42%, the total capital of subproject 1 (the Committee for Ethnic Minority Affairs is not more than 16%, the Ministry of Public Security does not exceed 9%, the Ministry of National Defense does not more than 9%, Ho Chi Minh National Academy of Politics not more than 8%)

    - Allocation to localities: Apply the scoring method according to the following criteria:

    a) Capital allocation to the Committee for Ethnic Minorities: Not more than 20% of the total capital allocated to the subproject.
