Allocation, Management, and Settlement of State Budget Funds in Support of Value Chain Production Development: Procedures and Guidelines
How is the support for production development according to value chains organized and implemented?Please provide clarification on the aforementioned issue according to the latest legal regulations.
Allocation, management, settlement, and liquidation of state budget funds in supporting production development according to the value chain
According to Article 23 of Circular 02/2022/TT-UBDT (effective from August 15, 2022), the allocation, management, settlement, and liquidation of state budget funds in supporting production development according to the value chain are regulated as follows:
- Allocation of state budget funds
Funds for activities supporting production development are allocated according to the principles, criteria, and allocation standards of state budget funds issued by the Prime Minister of the Government of Vietnam and specific regulations of the Provincial People's Council.
- Mobilization and integration of other sources of funds
a) Based on specific conditions, localities proactively mobilize and integrate various sources of funds to achieve the highest efficiency in fund usage.
b) Enterprises, organizations, and individuals are encouraged to participate in investment, support, and sponsor legal capital sources to implement production support in the localities executing the Program.
- Policy credit loan funds
Implemented according to the regulations in Decree No. 28/2022/ND-CP.
- Management, settlement, and liquidation of state budget funds for activities supporting production development shall be carried out in accordance with the regulations of the Ministry of Finance.
How is the support for production development according to the value chain organized and implemented?
According to Article 24 of Circular 02/2022/TT-UBDT (effective from August 15, 2022), the support for production development according to the value chain is organized and implemented as follows:
The Provincial People's Committee assigns the Provincial Project Lead Agency as the focal point, in cooperation with departments, boards, and industries, to give advice, direct, guide, and organize the implementation of Content No. 01 under Sub-project 2 of Project 3 in the locality.
Ministries, sectors, and localities are based on their assigned functions and tasks to organize investment, support production development according to regulations, and achieve the goals and targets set out by the Program.
