"What are 'Initial Assessment', 'Mid-term or Phase Assessment', and 'Final Assessment'?"
Clauses 5, 6, 7 of Article 3 of Decree 29/2021/ND-CP stipulate:
- “Initial Evaluation” is the evaluation carried out immediately after the commencement of the program or project investment to review the actual situation of the program or project compared to the approved time, in order to take appropriate measures.
- “Mid-term or Phase Evaluation” is the evaluation conducted at the mid-term point according to the approved program or project investment schedule, or after the completion of each phase (for programs or projects implemented in multiple phases), to review the implementation process of the program or project investment from the commencement, and to propose necessary adjustments.
- “Final Evaluation” is the evaluation conducted immediately after the completion of the program or project investment to review the achieved results and draw lessons learned.
